There are a few institutes and schools that offer PhD programs in English in Israel, among them you can find: The University of Haifa, The Tel Aviv University, The Ben Gurion University, The Hebrew University and more.
Usually candidates for the PhD programs must finish a Master's thesis track with a grade average of at least 80 and with a thesis grade of 85 or higher.
I advise you to contact the institute in which you want to study to get more information about the different documents and papers you need to present.
